Proposed Use: We would like to reprint the above material for internal use within the U.S. Information Agency. With permission we wish to reprint your article and include it along with other materials on subjects of current interest and concern in the United States, such as the changing university, problems of cities, trends in the arts, problems of national development. The materials, which will reflect various viewpoints, will be sent to our offices abroad for background information and reading by our Public Affairs Officers and other Agency personnel. No further distribution or republication will be authorized.

Operating within a limited budget, we are permitted to offer a token payment of $25. We hope this fee will be acceptable. Thank you for your courtesy in considering our request.

You may reprint for your purposes my article “The Black Flag of Anarchism.”

I grant this permission reluctantly. Because of the Vietnam war, I have in the past few years frequently refused to cooperate with any government agency, including yours. But as a writer I have an absolute obligation to allow any finished work of mine to be open to any public whatever, even you.

Please pay the $25 in my name to the War Resisters’ League, 5 Beekman St., N.Y., N.Y., and send me a voucher.
